Mr. Roger Driskell is the Deputy Director of Highways/Region Four Engineer for the Illinois Department of Transportation (IDOT).  Region Four consists of Districts 6 and 7 and includes 31 south central Illinois counties.  Mr. Driskell is currently responsible for planning, administering, supervising and controlling the functions of all the bureaus within Region Four.  In addition, he has been IDOT's lead in the review and investigation of alternative contracting methods, including Public-Private Partnerships and Design-Build.  Mr. Driskell is a Licensed Professional Engineer in Illinois. 

   

Paul Kovacs

Mr. Kovacs is the Chief Engineer for the Illinois Tollway and is responsible for the planning, design, construction, operation and maintenance of the agency's 286-mile system of roadways serving 1.4 million daily users in Northern Illinois.  Currently, he is delivering the first year of the Illinois Tollway's 15-year, $12 billion capital program, Move Illinois: The Illinois Tollway Driving the Future.  Mr. Kovacs earned his B.S. in Civil Engineering from the University of Illinois and is a registered professional engineer in Illinois and Michigan.  In his nearly 30 years of professional engineering experience, 17 were spent in the consulting industry.  He joined the Illinois Tollway in 1999 and prior to his appointment to Chief Engineer, he served as the ORT Program Manager and Deputy Chief of Project Implementation.  In this role, he managed the conversion of 20 mainline plazas to open road tolling and improvements along the Tri-State (I-94/I-294/I-80), Jane Addams Memorial (I-90) and Reagan Memorial (I-88) tollways.

As Assistant Chief Engineer, Deputy Director of Highways at the Illinois Department of Transportation, Mr. Frey is responsible for the direction and coordination of the Division of Highways' central bureaus (Bureau of Bridges and Structures, Construction, Design and Environment, Land Acquisition, Local Roads and Streets, Materials and Physical Research, Operations, and Safety Engineering) that develop and issue statewide policies, procedures, standards and specifications, as well as interacting with local agencies, other regulatory agencies and the construction industries. He coordinates the local agency federal and local Motor Fuel Tax programs and oversees the development of policies, procedures and technical standards for program development. Mr. Frey oversees project implementation activities to maintain quality and ensure cost-effective program activities.

Dr. Traylor was born and raised in Hillsboro, Illinois.  He attended the University of Illinois (Champaign) on a scholarship provided by the Associated General Contractors of Illinois where he graduated in 1967 with a B.S. in Civil Engineering.  He was drafted while in graduate school and spent six years in the United States Air Force as a Civil Engineering Officer.  He returned to Champaign to complete his M.S. and Ph.D. degrees with emphasis on Transportation Materials.  He went to work for the Illinois Department of Transportation in the Bureau of Materials and Physical Research.  In 1985, after seven years with the Department, he took a position in the private sector as director of Research with the Illinois Asphalt Pavement Association.  He was recently selected to be the Executive Director of IAPA.

Mr. Omer Osman was appointed the Director of Highways for the State of Illinois effective January 2, 2013.  As Director and Chief Engineer of the Division of Highways, Mr. Osman is responsible for the direction and coordination of the Division of Highways' central bureaus in the design, construction, operation and maintenance of the state highway system and the administration of the state's local roads and streets program. The Illinois state highway system consists of 17,000 miles including 2,050 miles of interstate roads. This is part of the 138,000-mile network of state, county, municipal, township and toll roads--the third largest system in the nation. Mr. Osman is a graduate of Southern University, Baton Rouge, Louisiana in 1989 with a Bachelor of Science degree in Civil Engineering.  He obtained his M.S. in Civil Engineering (Construction Management) in 1995 from Bradley University.

Mr. Larson graduated from the University of Illinois in 1992 with a Bachelor of Science degree in Civil Engineering.  After graduation, he went to work for the Illinois Department of Transportation District 4.  In his 17 years with the department, he worked in Studies and Plans, Construction and Operations.  For the last seven years of his IDOT career, he was the Operations Engineer with snow plowing responsibilities. Shane now works for Hutchison Engineering, Inc. as a Vice President. Hutchison Engineering, Inc. is a general civil engineering firm with experience working for over 50 municipalities and counties as well as private and government agencies across the state of Illinois.
